Why? A few reasons:

1. There are gaps in the methodology. For example, nothing in the official Scrum Methodology covers release planning or release estimation.
2. Within the methodology there are decisions to make such as the length of sprints, when NOT to use Scrum, but a different agile method such as Kanban.
3. Whether to use an overlay to Scrum for larger development organizations such as Scaled Agile Framework (SAFe) or Large-Scale Scrum (LeSS).
